Our client is a well-established Defence consultancy delivering critical programmes across UK Government and MoD environments. They are currently supporting a major DFTS (Defence Fixed Telecommunications Service) Exit programme and are looking for an experienced Technical Delivery Manager to join the team.

This is a fast-paced, high-profile programme involving complex stakeholder engagement, migration planning, dependency management, and transformation activity across multiple Defence workstreams. The successful candidate will play a key role in driving delivery, coordinating with stakeholders across Defence, and ensuring programme milestones are achieved.

 

To be considered, candidates must hold active SC clearance and have a strong MoD or Royal Signals background. Proven experience delivering within complex Defence environments, alongside strong stakeholder management and programme reporting capabilities, is essential.

Working Patterns and location – Hybrid – 3 days on site per week

Key responsibilities

Drive stakeholder engagement across Defence with System Owners and Consuming Services to support the successful delivery of the DFTS Exit programme.

·        Coordinate and manage the migration of PPS Circuits, Megastreams, RLI and SLI services in line with agreed programme timelines and exit milestones.

·        Collaborate with key stakeholders and Managed Service Providers to identify, implement and track enduring technical solutions.

·        Develop and maintain programme communications relating to DFTS exit activity, including DINs, DACOS updates and wider stakeholder reporting.

·        Produce monthly burn-down reporting for all in-scope services, ensuring accurate tracking and alignment with the wider programme Data Strategy.

·        Create and maintain detailed PPS Transformation schedules using MoD tooling, including POL, ARM, Dependency Tracker and Highlight Reports.

·        Monitor and report on cost savings and benefits realised through the retirement of legacy products and services.

·        Ensure all deliverables meet agreed acceptance criteria, providing supporting evidence and reporting across each programme period.

Skills & experience

Active SC clearance is essential — candidates must already hold valid clearance.

·        Previous experience within the MoD or Royal Signals environment is a mandatory requirement.

·        Demonstrable delivery management experience across complex Defence or secure government programmes.

·        Strong stakeholder engagement skills, with experience working across large, multi-disciplinary Defence organisations.

·        Good working knowledge of MoD programme management tooling, including POL, ARM and Dependency Tracker.

·        Ability to produce clear and accurate programme reporting, including highlight reports, progress tracking and burn-down charts.

·        Understanding of DFTS and associated PPS services, including Megastreams, RLI and SLI, alongside the challenges involved in service migration and transformation.Experience tracking savings and programme benefits through structured reporting.

 

The client would also like to see some of the below, but this is not essential:

·        Familiarity with Defence Information Notices (DINs) and Obsolescence Notice processes.

·        Experience working within or alongside Managed Service Providers in a Defence context.

·        Background in telecoms or communications infrastructure programmes within Defence.

·        Knowledge of data strategy processes and feeding programme data into wider organisational frameworks.
