The Home Office is leading a cross-government programme to deliver a new Emergency Services Network (ESN) critical communications system. The new network will provide Police, Fire and Rescue and Ambulance teams with integrated 4G voice and broadband data services that are fast, reliable and secure, replacing the current Airwave radio service used in England, Wales and Scotland.

Key responsibilities
  • ESN coverage will be delivered in key areas of:
    • Primary area coverage
    • Major and minor roads, selected buildings, select road tunnels and public facilities, as well as 12 miles out to sea and up to 500 feet above the ground
    • Extended Area Service (EAS)
    • Major and minor roads that fall outside the primary coverage area. These are rural areas including many national parks and areas of outstanding natural beauty
  • London Underground
  • Air coverage above 500 feet up to 10,000 feet
  • In total, more than 950 new masts are being constructed and about 19,000 sites being upgraded to facilitate the coverage needed for ESN UK-wide.
  • In support of the design and development of this complex and critical communications network, our client has been providing independent design assurance of the ESN Air-to-Ground (A2G) network through ground and flight trials as well as providing simulation, modelling and analysis services.
  • Due to additional trials requirements, an additional test manager is required to support the wider programme and assist with the ongoing development of test plans/specifications and the management and execution of critical aspects of the trials campaign for a period of up to 6 months.
  • Provide support to existing Product Owner/Project/Test Manager to manage and execute detailed plans with regular engagement with team members and external stakeholders, customers and suppliers, agencies.
Skills & experience
  • Experience of delivery of secure communication platforms and systems (i.e. within UK law enforcement or others)
  • Preparation, development and administration/reporting of test artefacts i.e. plans, specifications, reports etc. and able to review/identify/manage applicable risks, assumptions, issues, dependencies etc.
  • Experience of test management and administration with ability to engage with a wide range of programme stakeholders such as Home Office test managers, end users, suppliers etc.
  • Excellent team working and relationship building skills – experience working in a dynamic test environment involving regular stakeholder and customer engagement/tasking.
  • Capable of working to strict deadlines
  • Excellent communication skills, both written and verbal
  • Excellent analytical and problem-solving skills
  • Self-motivated, keeping morale and performance high
  • May be required to travel (possibly involving co-location with customer or supplier teams UK-wide.
